However, the agreement has been hailed as a "victory" for the campaign to abolish conditions which have been described as modern-day slavery in the US.
"The Migrante, which has led the campaign to abolish modern slave-like labour conditions, has made progress in securing the rights of migrant workers, and is delighted to see that the government of Mexico has signed a historic agreement on this issue," said Bochenek.
The agreement, which was signed in Madrid on Friday, is said to cover around 100,000 workers employed on farms in Mexico.
However, there is no limit on how many such contracts migrant workers could enter into, which is also of concern to campaigners.
The International Labour Organisation, UN agency responsible for human rights, has called the proposed worker permits "a step backward" because of the possibility many migrant workers finding themselves with "no legal protection" and being forced to work for far less than the minimum wage.
The new deal also comes at the end of a year in which governments around the world have agreed similar arrangements to try tackle the use of migrant labour on farms and construction sites.

However, campaigners fear that the agreement could put more pressure on companies to bring in migrant workers.
